How Much Does It Cost to Build a 100 m² House in Bulgaria in 2026? Land, Permits and Keys
A 100 m² house in Bulgaria costs roughly €120,000-€190,000 turnkey (€1,200-€1,900/m²) with a contractor, and about €170,000 all-in with land, project, permits, connections and fit-out at mid-range. Only a very basic owner-managed build on your own land gets near €72,000. I say this as architect Miglena Pförtner, with 7+ years of experience in Germany, Austria and Bulgaria, as of 2026.
Clients ask me about 100 m² more than any other size. They want the keys-in-hand price, not the marketing price. These are the numbers I see on projects around Troyan, Plovdiv and the Sofia ring.
Three scenarios for a 100 m² house
| Scenario | What it means | Total |
|---|---|---|
| Basic, owner-managed | Own land, simple rectangular plan, very basic finishes, you manage the build | about €72,000 all-in |
| Mid-range, all-in | Land, project, permits, utilities, shell, turnkey finishing, fit-out | about €170,000 all-in |
| High-end, turnkey only | Contractor quote with high-end finishes, before land, project and permits | €170,000-€190,000 |

Architect fee (not part of the per m² prices). My list price for the full technical project for the building permit, excl. VAT: an 80 m² house costs 2,950-3,250 EUR (Standard) or 4,000-4,200 EUR (Premium). A 170 m² house costs 3,000-5,500 EUR (Standard) or 3,905-6,550 EUR (Premium), depending on complexity. A 250 m² villa costs 6,625-8,625 EUR (Standard) or 8,625-10,750 EUR (Premium). The exact offer follows within 3 working days after a call, see my prices.
Why the turnkey lines differ. They come from different sources and sizes: my planning guide by quality level, my planning range for homes under 100 m² and contractor quotes for 100 m² houses with contractor margin. They are not one price list, so always check the size, standard and scope in the second and third column before you compare.
More detail: construction cost per m² guide, prefab house prices, building a house for under €50,000, homes under 100 m²
Why is this higher than 700 to 1,000 EUR/m²? My construction cost guide gives planning ranges per quality level. The figures on this page are 100 m² contractor-style quotes with contractor margin, plus land, VAT and fit-out. The scope table shows each figure next to its scope.
Land and pre-construction costs (€8k-€25k)
Land breaks any average. A 600 m² regulated plot in a village near Troyan costs €8,000-€15,000; the same plot 40 km from Sofia costs €25,000-€40,000.
Add notary fees, a plot survey (геодезическо заснемане) and soil testing (геоложки доклад): €1,500-€3,000 before design begins.
If you want to save on design, look at a compact ready-made house or House Project 9. To compare owner-managed and turnkey routes, read my guide to building without a construction firm.
Project, permits and connection fees (€8k-€15k)
Many clients economise on the project and lose money later. My list price for the full technical project is €2,950-€3,250 (Standard) or €4,000-€4,200 (Premium) for a house under 100 m², and €3,000-€5,500 (Standard) for 100 to 200 m², excl. VAT, see my prices. See what an architect costs in Bulgaria. I prepare complete permit-ready projects: architectural design in Bulgaria.
- Structural engineering, if quoted separately: check what the architect’s package includes.
- Geological report: €600-€1,400. Geodesy: €350-€700.
- Building permit issuance: €500-€1,500, depending on the town.
- Commissioning paperwork at the end: about €600-€1,200.
- Utility connections: the biggest surprise. Electricity and water tap-in average €3,000-€5,000. Details in my utility connection costs guide.
Shell cost per m² in 2026 (€600-€900/m²)
The shell (груб строеж) is the largest block. Brick with reinforced concrete costs €600-€750/m². A monolithic RC frame with EPS insulation costs €700-€900/m². For 100 m² that is €60,000-€90,000 for foundations, frame, walls, roof, windows and basic facade. Many builders quote only this stage.
A boxy two-storey design on flat ground stays at the lower end. Complex projects such as Casa Shanti sit at the upper end.
Turnkey finishing and MEP (€400-€800/m²)
Plastering, screed, tiles, doors, sanitary ware, heating, electrical fit-out and basic kitchen carcass add €400-€800/m². The usual turnkey range is €1,200-€1,900/m². The spread is finish quality: laminate or oak, builder-grade or designer tiles, radiators or underfloor heating.
| Finish level | €/m² turnkey | 100 m² total |
|---|---|---|
| Budget | €1,200-€1,400 | €120,000-€140,000 |
| Mid-range | €1,400-€1,700 | €140,000-€170,000 |
| High-end | €1,700-€1,900 | €170,000-€190,000 |

Fit-out, furniture and the first tax bill (€8k-€20k)
Buildings or parts of them may not be used before they have been put into operation by the competent authority. (Не се разрешава да се ползват строежи или части от тях, преди да са въведени в експлоатация от компетентния орган.) — Art. 178 (1) ZUT (Закон за устройство на територията), lex.bg
After commissioning the house is legal but not yet lived in. Kitchen joinery, wardrobes, lighting, appliances and furniture cost €8,000-€20,000. Then comes the annual municipal property tax, a small percentage of the tax value set by your municipality, plus the garbage fee once the house is in the cadastre.
Mid-range example: land €15,000 + project €3,000 + permits €1,500 + utilities €4,000 + shell €75,000 + turnkey delta €60,000 + fit-out €12,000 = about €170,000 all-in. See also the building timeline.
Wall system: price per running metre (EcoCocon straw panels)
For timber and straw walls, manufacturers do not only count per square metre of house, but per running metre of wall. As a guide, based on the manufacturer’s figures from EcoCocon (straw panels, 2026): the raw panels cost about €180 to €200 per m² of wall, which is roughly €450 to €500 per running metre at a wall height of 2.5 m. With installation, airtight membrane and clay or lime plaster the wall gets much more expensive. Depending on wall height, lintels and window elements it can reach €2,200 per running metre. Transport comes on top: one lorry with 130 to 140 m² of panels costs about €2,000 to €2,790 to Bulgaria, excluding VAT (EcoCocon transport guide of 28 July 2026).
Example: an 86 m² house with local providers
My example from practice: a house of about 86 m², including roof and walls, costs about €30,000 to €35,000 when I build with local providers. This figure is not tied to the EcoCocon panels above. For prefab prices see the prefab house price breakdown; for houses under 100 m² see price per m² and total.
FAQ
How much does it cost to build a house in Bulgaria per m²?
A turnkey house costs €1,200-€1,900/m² in 2026, depending on finishes. The shell alone is €600-€900/m².
Is €1,500/m² realistic for a turnkey house in Bulgaria?
Yes, for a mid-range finish on a straightforward 2026 design. Below €1,200/m² you are usually looking at a shell-only quote or a sub-spec build.
What is not included in a typical builder quote?
Land, project, permits, utility connections, author supervision, kitchen joinery, furniture and the first tax bill. €15,000-€30,000 of real costs sit outside builder quotes.
How do prefab and brick differ in total cost?
Prefab steel or timber frame runs €1,000-€1,400/m² turnkey with a contractor; brick €1,200-€1,500/m². A factory price for the house only is lower, see the prefab price breakdown. Prefab is faster but check warranty terms. See the cost per m² comparison.
Can I build a 100 m² house for under €80k?
Only with land you already own, a simple rectangular plan, very basic finishes and you managing the project. Even then the all-in figure rarely drops below €72,000.
How much does the architect take from the total budget?
My list price (excl. VAT) for the full technical project is €2,950-€3,250 (Standard) for a house under 100 m² and €3,000-€5,500 for 100 to 200 m², so roughly 2-4% of a €150,000 build. The exact offer follows within 3 working days after a call, see my prices.
